ROLE: As a key resource in the Contracts Risk Management Office, the Procurement and Subcontracts Administrator will be an expert on procurement and contract administration during project planning and project execution. The individual will be responsible for the prequalification of vendors, the competitive sourcing and selection process and for the subsequent contract administration process.



  • Collaborate with key persons to ensure clarity of the specifications and expectations of the company
  • Provide assistance to project team in defining lower tier scope and budget
  • Pre-qualify subcontractors, suppliers and other service providers following internal prequalification process
  • Ensure flow down of terms and conditions of the main contract to ensure appropriate levels of risk are transferred to our lower tier suppliers and subcontractors
  • Finalize the list of prequalified subcontractors, suppliers and other service providers for the project
  • Proceed with the selection process using appropriate sourcing methods (RFQ, RFP, RFT) in accordance with supply chain policy and in consultation with Project Manager
  • Provide support to Project Manager in the evaluation, negotiation and selection process and secure advantageous terms
  • Consult with estimating team with regards to qualifications and scope gaps
  • Consult with finance and contracts risk manager with regards to financial risks, insurance, financial security and other contractual matters
  • Provide support to proposal team in incorporating lower tier scope and qualifications into company’s proposal to its client
  • Ensure results are delivered on schedule, within the project timeframe
  • Once main contract is awarded, award the various subcontracts and purchase orders in an efficient and diligent manner
  • Follow the internal approval and sign-off protocols for contract execution
  • Provide regular updates to Project Manager and PMO office on procurement status
  • For the duration of the project, provide ongoing support with change orders, claims and contract closeout
  • Provide ongoing procurement services in support of day-to-day business
  • Perform other related duties as required by the role and corporate direction



  • Three (3) years of experience is required
  • Supply Chain degree recognized by PMAC, SCMA, SCMP or relevant experience
  • Proven track record on delivering commercial outcomes on projects and procurement
  • Experience in procurement, in particular with competitive bidding in BC and Canada, and formalizing subcontracts, supply contracts and design contracts



  • Ability to adapt easily to changing project teams and changing project requirements;
  • Ability to prioritize work in high pressure environment where multiple teams may require procurement support at the same time;
  • Local experience in the utility sector or civil construction would be an asset;
  • Thorough knowledge of procurement law and practices in Canada and BC;
  • Willingness to work in a fast growing company;
